This is a vintage Japanese Kakigori ki, ice shaver machine from mid.1900s. During summer in Japan to get cooler, Kakigori is one of the popular refreshing dessert.

The block of ice is placed in the center and lock the ice from the top, use the wheel on the side to spin then blade will shave the ice and shaved ice come out from the bottom.
