This is an vintage Japanese miniature wooden accessory (Hina Dogu ) during Hina Matsuri, annual girl's day. It is from early Showa (1920's-1940's).
As part of the festivities, girls are given a set of ornamental dolls and accessories, which are put on display from February through March 3 — a ritual believed to bring about good health for the girls and are usually kept within the family for generations.
